The analysis sheds light on the significant changes that would occur in the measurement of quota concentration if the bill is passed. The bill has passed its first reading and is before the Committee on Fisheries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-helstu-nidurstodur\">Key findings<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The analysis shows significant changes in the measurement of the distribution of quota shares:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Market share of the largest players is increasing:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The market share of the 3 largest companies increases by 3.9 percentage points (from 32.6% to 36.5%)<\/li>\n\n\n\n<li>The market share of the 5 largest companies increases by 7.9 percentage points (from 45.8% to 53.6%)<\/li>\n\n\n\n<li>The power share of the 10 largest companies increases by 11.2 percentage points (from 68.4% to 79.6%)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Companies with the largest increase:<\/strong>\n<ul class=\"wp-block-list\">\n<li>\u00datger\u00f0arf\u00e9lag Reykjav\u00edkur: +5.4 percentage points<\/li>\n\n\n\n<li>Samherji: +3.6 percentage points<\/li>\n\n\n\n<li>FISK-Seafood: +1.9 percentage points<\/li>\n\n\n\n<li>Brim: +0.3 percentage points<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Effect on compression:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Herfindahl-Hirschman Index (HHI) increases from 555 to 732<\/li>\n\n\n\n<li>This is a 32% increase in the measurement of compression.<\/li>\n\n\n\n<li>Despite the increase, the HHI value is still below 1,000, which is considered the threshold for low concentration according to international standards.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-adferdafraedi\">Methodology<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The analysis is based on a comparison of two datasets:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Shareholding pursuant to law<\/strong>Current quota ownership under the current legislation<\/li>\n\n\n\n<li><strong>Shareholding under the bill<\/strong>Quota ownership as it would be if the bill were to be passed<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/arev.is\/en\/news\/calculator-for-the-share-of-participants-and-associations-in-the-catch-in-icelandic-fishing-grounds-the-calculator-computes-the-share-of-individual-fishing-vessels-and-their-associations\/\">Sharing calculator <\/a>Arev is used to calculate market share in both systems, based on the allocations made for the 24\/25 fishing year. We use the Herfindahl-Hirschman Index (HHI) to measure market concentration, which is an internationally recognised metric used by competition authorities around the world.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-samhengi\">Context<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The international benchmarks for HHI are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>HHI below 1,000: Low concentration<\/li>\n\n\n\n<li>HHI 1.000-1.800: Medium compression<\/li>\n\n\n\n<li>HHI over 1,800: High concentration<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Although both figures (pre- and post-bill) are below the 1,000 threshold, there will be a 32% increase in the measurement of concentration compared to the proposed changes in the new bill.
